Squish the water out and put it on the radiator (or someplace warm) and it should give you a pretty accurate gauge idea in no time. Although the new owner is unlikely to wash the hat it will be all the better for being washed and allowing the fibres to soften and bloom. By comparing before to after I can tell if washing changed the size in either direction.
